How to Use Keyword Clusters for Content Planning

A practical workflow for turning clusters into a content structure that ranks.

One cluster = one page

Each cluster represents a single page of content. All keywords in the cluster should be targetable on one comprehensive page. If a cluster feels too broad, split it. If two clusters overlap heavily, merge them.

Use the primary as your H1

The suggested primary keyword (shortest in the cluster) is the most generic form of the topic. It makes a natural H1 and URL slug. Secondary keywords in the cluster belong in H2 subheadings, the introduction, and naturally in the body copy.

Orphaned keywords need attention

Single-keyword clusters are either too niche (create their own page) or slightly related to another cluster (merge manually). Use your judgment — the algorithm can only see shared words, not shared meaning.

Prioritize clusters by size

Larger clusters typically represent high-demand topics worth targeting first. A cluster of 8 keywords around one topic signals there is substantial search activity around that concept.
